Absract

本次讲座将批判性地审视中国的《全球人工智能治理倡议》及其对中亚地区的影响,并以乌兹别克斯坦为重点考察对象。报告分析中国不断演进的治理框架如何与该地区的数字化转型议程、主权关切以及全球层面新兴的监管架构相互交织。在双边伙伴关系不断深化的背景下,包括中乌全天候战略伙伴关系,以及上海合作组织、“一带一路”倡议、中国—中亚合作等多边平台,本研究评估了若干切实成果,其中包括2025年签署的《永久睦邻友好合作条约》。随着技术转让与人工智能应用在公共行政、贸易、基础设施和教育等领域加速推进,本报告将对该倡议的地区影响作出系统的理论与实践评估。


China’s Global Al Governance Initiative and its implications for Central Asia, with particular focus on Uzbekistan will be critically examined during the presentation. It analyses how China’s evolving governance framework intersects with regional digital transformation agendas, sovereignty concerns, and emergent regulatory architectures at global stage. Against the backdrop of deepening bilateral partnerships, including the China-Uzbekistan all-weather strategic partnership and multilateral platforms such as the SCO, BRI, andCentral Asia-China cooperation, the study assesses tangible outcomes, including the 2025 Treaty of Eternal Good-Neighborliness. As technology transfer and Al applications accelerate across public administration, trade, infrastructure, and education, the presentation will provide a systematic theoretical and practical assessment of the Initiative's regional impact.
