Introduction

The book The Multilateralism of the New Development Bank on the Sustainable Economic Growth in BRICS Nations and Beyond was published by Emerald Publishing Limited on March 5, 2025. It was organized by the BRICS Research Institute at the Durban University of Technology, South Africa, and funded by the BRICS Think Tank Alliance of South Africa. Dr. Xiaochen Hou from the Center for BRICS Studies at the Fudan Development Institute, Fudan University was invited by Ndivhuho Tshikovhi, a 2016 BRICS Summer Program alumnus, to contribute Chapter 10, titled Development Effectiveness: The Role of Multilateral Development Banks and Their Evaluation—Reference and Insightsfor the New Development Bank.

Abstract

Multilateral Development Banks (MDBs) are essential players in international development, and various parties are now questioning their role. While providing global public goods, MDBs are affected by their governance structures, lending countries, and borrowing countries. This paper analyzes the role of MDBs from the perspective of development effectiveness, compares and contrasts the evaluation mechanisms of MDBs, and points out that MDBs should closely integrate their development objectives with their policy frameworks to develop corresponding evaluation indicators. Through evaluation, MDBs can control the project process and gradually achieve development goals, thus playing a more significant role in international development. It is suggested that NDB should design a sound evaluation system with flexibility and also need close cooperation with the existing MDBs. It will be an excellent way to improve the evaluation work efficiently and effectively if projects of the same category and the Host Country's relevant data and background information can be shared among these MDBs.
