On December 13,2025, the 10th Communication and State Governance Forum was held at Fudan University under the theme Platform and AI: Transforming Digital Governance. Co-organized by the Center for Communication and State Governance Research of Fudan Development Institute and Fudan University School of Journalism, with support from Fudan University Information and Communication Research Center, the event brought together cross-disciplinary experts from academia and industry to explore innovations in digital governance.


At the forum, Zhang Zhian pointed out that the deep integration of platforms and AI is driving changes in governance logic, making holistic ecosystem governance increasingly crucial; Wu Junhua proposed the five-layer architecture of NewsOS, emphasizing that AI has become the foundation of industry development; Zhang Yuangang discussed the differences in AI competition paths between China and the US, advocating for six major opennesses; Li Shigang noted that AI brings legal challenges such as difficulties in evidence collection, requiring interdisciplinary efforts to improve legal safeguards; Xin Yanyan mentioned the coexistence of global AI governance consensus and fragmentation, with China's related initiatives being integrated into the global agenda.


During the roundtable session, experts argued that AI is reshaping power dynamics and social perceptions, with governance priorities now shifting toward ensuring content authenticity. AI ethics should transition from 'normative constraints' to 'value embedding.' Li Liangrong commented that technology-driven issues require interdisciplinary governance approaches, emphasizing the need to respect the inherent laws of technological development.


The forum unveiled the inaugural Blue Book Internet and State Governance Development Report (2025), featuring a master report and 18 thematic studies that examine governance transformations in the AI era, providing academic foundations for modern governance. Two parallel panel discussions were held that afternoon, addressing copyright infringement and regulatory practices. The center will continue exploring governance frameworks for intelligent communication and human-machine interaction.
