Professor Chen Zhouwang believes that the 15th Five-Year Plan period is a critical time for China to achieve major-country development and national rejuvenation, and it is necessary to understand and grasp Chinese-style modernization in the context of Sino-US competition. The Sino-US competition is a contest between Chinese-style modernization and the Western model, with China forging a unique path and becoming the world's second-largest economy.
In the process of modernization, national competition has evolved from power to capability, and will further evolve into competition of national dynamism. Early national competition centered on power, which was disastrous, as evidenced by the two World Wars. After the wars, Europe and America strengthened social governance, transforming national images into public governance institutions. However, the European and American models rely on taxation and debt, facing issues such as the Latin American trap. In contrast, China's national governance capabilities have been fully demonstrated, achieving a leapfrog development.
The future focal point of international competition will be the contest for developmental momentum. The 15th Five-Year Plan explicitly identifies reform and innovation as the fundamental driving force. In a turbulent world, nations must sustain their development momentum and persistently pursue reform and innovation. China possesses numerous favorable conditions that require activation to consolidate and expand its achievements. Simultaneously, it is crucial to recognize that while U.S. hegemony wanes, the West continues to create conflicts. Therefore, a balanced approach must be adopted to coordinate domestic and international priorities, maintain national developmental momentum, and sustain reform and innovation to achieve the great rejuvenation of the Chinese nation.
