Associate Professor

Dr. YAO Xu is Secretary-General of the Center for Global AI Innovative Governance and an Associate Professor at the Development Institute, Fudan University. He has been recognized as a Shanghai Young Leading Think Tank Scholar and a Young Elite of the Shanghai Municipal Government Decision-Making Advisory Research Base Program. He also serves as Board Member of the Chinese Association for European Studies, Secretary-General of the Shanghai Association for Artificial Intelligence and Social Development, Distinguished Research Fellow at the Shanghai Data Research Institute, Board Member of the Shanghai Digital Trade Association, and Research Fellow at the Center for European Studies of Fudan University. He previously served as a joint coordinator for the establishment of the UN-supported Global AI Capacity Development Network and was seconded to the Department of Digital Technology and Infrastructure Development of China's National Data Administration.

His research focuses on global governance of artificial intelligence, technology and industrial development, and the governance of cross-border data flows. He is the author of the monographs AI Governance: Balancing Security and Development and EU Cross-Border Data Flow Governance: Balancing Free Flow and Regulatory Protection. He also serves as a peer reviewer for academic journals including International Security Studies, Contemporary International Relations, and International Economic Review. Dr. Yao has led more than 20 research projects. He has been interviewed by CCTV, Xinhua News, People's Daily, NBC, SCMP, and EUobserver, among other domestic and international media outlets, and has published numerous columns and commentaries on artificial intelligence governance, cross-border data flows, digital governance, and technology and industrial development.
