Associate Professor

Dr. YAO Xu is the Secretary-General of Center for Global AI Innovative Governance, an Associate Professor at the Fudan Development Institute, Fudan University. He is the Secretary-General of Shanghai Association for AI and Social Development, the Young Elite of the Shanghai Municipal Government Consultation Research Institute, the Distinguished Research Fellow at the Shanghai Data Research Institute, the Board Member of the Shanghai Digital Trade Association, and Researcher at the European Studies Center of Fudan University. His research focuses on the governance and industrial development of global artificial intelligence, cyber security, data technology, and digital platforms. Dr. Yao has published monographs titled AI Governance: The Path to Balance the Security and Development, EU Cross-Border Data Flow Governance: Balancing Free Flow and Regulatory Protection. He has led and managed over 20 research projects with national ministries and Shanghai municipal institutions. Dr. Yao has written multiple articles on global artificial intelligence, cross-border data flow, digital governance, and technology industry development, which have been published in major domestic and international media outlets such as People’s Daily, The Paper, and EUobserver.
