On one hand, scholars in university think tanks should keep close contact with government, society and public to play a role as "ears and eyes" of scholars. On the other hand, they should be able to fully understand and revise the theoretical essays of scholars to make it acceptable for government, society and public. The operating talent think tanks need is inter-disciplinary with both academic and administrative characteristics.
