Reform and Reformable System

The right view that research literature of system and comparison of system science told us should be that the formation and structure of a system always cannot separate from temporal level of economic development or stage. What’s more, reformablility is more important than reform itself. Only the reformability of the system can make sure the success of the reform of the system.
