Recently, Chinese AI company DeepSeek has garnered widespread international attention with its high-performance, public-friendly, and cost-effective open-source large language model. 


In an interview with People's Daily Overseas Edition, Yao Xu, Associate Professor of FDDI, analyzed that China's AI breakthroughs stem from two key factors: First, technological innovations exemplified by DeepSeek – achieving high-performance inference with limited computing power through localized talent teams and open-source strategies, which breaks the logic of computing power monopoly and promotes technological inclusivity. Second, China has established an innovation ecosystem integrating policy support, infrastructure development, data resources, and industry-academia collaboration, featuring forward-looking policy frameworks, the East Data West Computing national strategy, market-oriented data element reforms, and resource integration mechanisms.


He emphasized the gradual formation of a multipolar AI competition pattern globally, with China and the U.S. leading while multiple players coexist, as countries accelerate deployments in AI application markets. China is advancing the construction of a global governance system balancing development and security through United Nations resolutions, the Global AI Governance Initiative, and multilateral cooperation mechanisms, with particular focus on technological accessibility and bridging the Global South's digital divide.
