In 2024, Japan's artificial intelligence market has experienced rapid expansion with soaring domestic and international investments, demonstrating unprecedented vitality. Concurrently, the Japanese government continues to innovate in policy-making, refining both the innovation mechanisms and regulatory frameworks for AI. The market prosperity reflects the initial success of Japan's recent development strategy that leverages international engagement to drive domestic progress. Regulatory approaches characterized by the soft law paradigm and agile governance have gained industry recognition. Looking ahead, in the context of the escalating strategic technological competition between China and the United States, whether Japan can effectively play the role of an intermediary to promote the safe, efficient, and sustainable development of artificial intelligence will become an important theoretical and policy issue.
