Xu   Jian, a specially invited researcher, is mainly engaged in research in   comprehensive reform, urban and regional development, innovation policy and   other fields. He has been in the forefront of decision-making consulting   research for a long time. He has presided over many national social science   fund projects, key projects of Shanghai municipal government's   decision-making consulting research, key projects of Shanghai Municipal   decision-making advisory committee, and key projects of Shanghai soft science.   He has participated in dozens of major strategic studies involving the whole   development of Shanghai and Pudong. Many of the policy-making and consulting   suggestions put forward by the study, such as the residence permit integral   system, the four brands, the reform of one industry and one   certificate, and the strategic path selection of the socialist   modernization construction leading area, have been adopted by the main   leaders of the municipal Party committee and government and the Pudong   District Party committee and government and translated into specific policies   and administrative strategies. As a main member, he has won the second prize   of China Development Research Award and the first prize of the 11th Shanghai   decision making consulting research achievement award.
