Distinguished Professor at the School of Management and member of the Institutional Ethics Committee for Social Sciences at Universidad del Rosario (Colombia). He has previously been lecturer at the same institution, teaching assistant at Universidad de Los Andes (Colombia), and junior researcher funded by Colciencias (Colombia). He has been invited as a Visiting Scholar at the Fudan Development Institute (FDDI) at Fudan University, China; and as a guest lecturer at the Center for Latin American Studies (CLAS) at University of California, Berkeley. He is author of the book Gobierno Electrónico en América Latina [Electronic Government in Latin America] and at large his work on STi has been published by editorials such as Palgrave Macmillan and research institutions such as CSIC. He has served as a reviewer for Scientometrics, Oxford Review of Education, Economics of Innovation and New Technology, and Socio-Economic Planning Sciences. He has provided advisory services for the Education Secretary of Bogotá, and has been appointed as an academic peer of the National Council for Accreditation (CNA) and Colciencias.
