摘要

Abstract


China is a dominant supplier of many low-carbon technologies necessary to mitigate climate change. It is also increasingly in geopolitical conflict with major economies in North America, Europe, and elsewhere, where many policy-makers are seeking to reduce reliance or decouple from China due to tensions in related areas---trade, technology, and national security. In this talk, I will discuss the benefits of global integration in supply chains based on quantitative evidence from the solar sector. Then, I will discuss frameworks for examining these trade-offs and determining appropriate policy recourse strategies based on an assessment of five mature and emerging low-carbon technologies along key risk dimensions. As concerns from policymakers about degrees of integration in key economic sector within and outside China grow, policy responses are becoming increasingly varied with complex interactions. Some thoughts will be offered to ensure sustainable competition while minimizing the adverse effects of tariffs and geopolitical tensions on emissions reduction efforts.
