Mr. Zeyar Oo is Founder & Chairman of Bagan Vision Institute (BVI) which is the first ever research institute in Myanmar organized by influential scholars with different backgrounds including diplomats, retired military persons, professors, and senior officials from governmental departments. Mr. Zeyar 0o, a former military officer from Myanmar Army, was graduated in 2002, from Defence Services Academy (DSA). He served in Myanmar army for about 14 years, and retired at the rank of Major. He is also a former Director of International Affairs at Ministry of Defence (MoD), Myanmar, and served as Policy Director for almost 6 years until he joined to Myanmar Institute of Strategic and International Studies (MISS), where He worked as an advisor responsible for defence and security, and a senior researcher for two years.

During his capacity as Director of International Affairs, he was consecutively appointed as a Working Group Leader of Myanmar (Defence Policy Director) to ASEAN, to represent Myanmar Army in engaging multilateral cooperation with the militaries and defence establishment from the countries in the region, including ASEAN and dialogue partners. As a Myanmar working group leader, he led Myanmar delegation, and actively participated in, and contribute to a verity of the ASEAN defence and security related meetings, and activities. During his tenure, he recorded an excellent performance, and cordial relations with the militaries and defence establishments from ASEAN, and the countries in the region. 

So far, he has published international papers, articles, and book chapters related to Belt and Road Initiative (BRI), and regional geopolitics. His research area is mainly focused on 'geopolitics' in Asia-Pacific region, particularly, Southeast Asia region. Most of his publications are cooperated with Chinese publishers, and his paper titled with A Stronger DOC towards the Successful Completion of a Reliable COC: The ADMM in the Context of South China Sea Issue was recently published by China Foreign Affairs University. Mr. Zeyar 00 holds two master's degree: Master of Arts (MA English), and Master of Public Administration (MPA), and currently, he is doing a PhD, majoring Political Communication, in Shenzhen University. His PhD dissertation topic focuses on Belt and Road Initiative (BRI) in Myanmar.
